how traffic buster works

for years ago, people use tool to bust their traffic, how it works ?

in a short, i can explain as below :
1. people download the software (as client)
2. this software will submit url to server
3. server will give urls back to client.
4. client will "view" those url.

obviously, its working-together software to increase their url in their networks.
